Narmada Thermal Power Ltd. (NTPL)


It is a well known fact that electricity is the most essential input for growth and development of any State. The rapid growth in industrial and agricultural sectors in Gujarat State has consequently resulted in rising trend of demand for power. However the growth in installed power generating capacity has not kept pace with the projected demand.

As per the approach paper of Planning Commission to the Eleventh Five Year Plan, the growth in power sector needs to be 10% annually to support GDP growth rate of 7% per annum. This target has since been increased to 10% for the terminal year of the Plan.


It is observed from the projections prepared by the Planning Commission and CEA that there exists a large gap between generation and demand in power now and that the gap will be a sustained one over the next five years and would keep only growing over the next 25 years. The government investments alone would not be able to bridge this gap and the situation offers an opportunity for investment by private entities.

Thus it is observed that there exists a demand for installation of additional generating capacity urgently. Also the demand for large amount of power supply will exist since the government alone cannot meet the planned addition to the generation capacity and this scenario will continue in a sustained manner for a long time in the Country in general and in Gujarat in particular. Hence the time is conducive for private sector to actively participate in the power generation and sustained growth of the country.

Government policies are now in favor of private entities investing and building & operating power plants. Indian Electricity Act 2003 has put in place the rules and regulations that encourage private investment power generation more specifically in Group Captive power sector. The Act also put in place Regulators in Center and in States which are vested with authority to regulate the power tariff and provide equitable and level playing ground to private investors.

Under Group Captive model, the power generators are in a position to enter into direct contract with the consumers without the need of an intermediary buyer by complying with the relevant mandatory stipulations. It is also important that the access to transmission is regulated and primary policies are compatible, transparent and efficient. The main advantage of this model is that it provides a better platform for competition which would eventually help to bring down the cost of supply.

In the above context, it is intended to reduce the deficit in power supply availability by adding firm thermal capacity.

So Pratibha Group, with its captive consumption, has decided to start a power project. A new company , ‘Narmada Thermal Power Ltd., has been formed for this purpose. Followings are highlights of the project:

  • NTPL, a power generation project, is being set up jointly with T. M. Patel Group of Surat.
  • The project is being implemented in District Bharuch, in Gujarat. The company has acquired sufficient land for the project. The site development works will commence shortly. The project site is located at a distance of about 12 kms from the High way between Bharuch and Dahej. The nearest airport is located at Vadodara. Sea port is at Dahej and is about 18 km away from the proposed location.
  • It will be a Coal Based Thermal Power Plant.
  • Nearness to sea port is beneficial for economical transportation of imported coal and adequate water available to the project.
  • Commissioning and supply expected by April 2013.
